Regular hair combs are classified just like other normal items, such as makeup brushes, or a fine-tooth comb…

You can put them in your carry-on luggage and take them with you on the plane.

Also, a comb does not need to be placed in a quart-sized toiletry bag, but you should remember to pack it somewhere accessible so that you can easily take it out if an airport security agent asks you to do so.
